The Toll Brothers application for special zoning to build their project on the shores of the Gowanus Canal has gotten the expected green light from the City Planning Department. Hold on to those down payments, though, because it only means that the clock will start ticking on a series of meetings and hearings on the special rezoning that will determine whether the big bell will eventually toll and its 447-unit condo development will rise on South Brooklyn's Grand Canal.
