Though the Port Authority's "October 2008 Assessment Report"?the revised schedule for the rebuilding of the World Trade Center?is pretty much scrap paper, the PA chirps in a new report that it met seven of eight first-quarter milestones (the eighth was achieved on April 24) laid out in the plan.
