Outgoing Brooklyn Councilman Bill de Blasio, public advocate-elect, plans to introduce a bill that will allow the Hannah Senesh Community Day School in Carroll Gardens to expand into the courtyard in front of the school. The city owns the courtyard and would sell it to the school for a dollar.
