The City Council is introducing legislation today that aims to decrease asthma in the city's poorest neighborhoods by putting landlords on the hook for cleaning up mold, garbage, and rodent problems. The legislation would affect owners of 175 apartment buildings, who would be billed for cleanup by the city if they failed to comply within three months.
