Last night a unanimous Community Board 3 vote made it official: There is now a set of guidelines in place to develop the Lower East Side's SPURA, a series of lots near the Williamsburg Bridge that have been fallow for 40 years. The SPURA plan now goes to a formal review process, and a City Council vote probably won't happen for another year and a half.
