The National Park Service approved the plan to turn Dumbo's landmark Tobacco Warehouse into an all-year performance venue. But it turns out they might not have had the authority to do so. A federal judge has issued a preliminary injunction against the plan, the Times and Brooklyn Paper report. What's his beef? That the National Park Service wasn't allowed to take the Tobacco Warehouse or the Empire Stores, the coffee warehouse also headed for redevelopment, out of the protected boundaries of Empire Fulton Ferry State Park in the first place.
