State Senator Catharine Young has another proposal for deregulating rent-stabilized apartments: allow deregulation if the tenant's income averages $175,000 over two years. The legislation would ignore the current $2,000/month deregulation threshold. A Democratic spokesman called the idea "nightmare legislation for tenants."
