As Hudson Yards inches towards completion, construction-wise, there's an ongoing scuffle over who will pay for a four-acre, 10-block-long park, the skinny greenway called the Hudson River Park and Boulevard that will connect the new business district and 42nd Street, with the first phase opening in 2014. Mega developer Related Companies says that, especially because it's building open space within Hudson Yards proper, it shouldn't have to contribute to this other park's upkeep at all. Meanwhile, neighboring landlords believe Related needs to pay up, and are pushing to start a BID that would require commercial building owners to pay annual fees for park maintenance.
