The City Council voted this week to allow restaurants to serve food outside before noon on Sunday, scoring a victory for pancakes-and-eggs eaters everywhere (who are also early risers). The mayor still has to sign off on the legislation, but it's basically a done deal. Of the decision, pro-early-brunch advocate and council member Stephen Levin said: "The time for waffling has passed and today the City Council stands resolute in their support of brunch."
