The end date for the East Side Access Project, which will eventually bring Long Island Railroad trains near Grand Central, has been pushed back yet again. The work is now expected to total more than $10 billion and stretch to 2021 or beyond, in contrast to the last report of $8.3 billion and 2020. Some officials disagree with that timeline and price tag, but the project's complexity has long caused tension nonetheless. At this rate, we're averaging one delay/over-budget announcement per week. Too much? [WSJ]
