The blocks around the Gowanus Canal are populated largely by rundown industrial buildings, but the state's Historic Preservation Office thinks they're something special. Talk of creating a Gowanus Canal Historic District encompassing some 422 properties across 53 blocks has been going on for more than a decade, and the agency was set to vote this week, but the vote has been delayed 60 days. State historic districts have a lot less restrictions than city districts, but many landowners still oppose the plan; one landlord said his buildings "have absolutely no historic value and no architectural integrity."
