A pair of 2012 lawsuits filed by Upper East Siders against the under-construction waste transfer station on the East River at East 91st Street has been tossed out by a federal judge. The judge disagreed with the plaintiffs that the city did not consider environmental consequences and found that the issuing of a construction permit was "rational and well-supported."
