The stage for outdoor concerts at Pier 97, along the Hudson River at 55th Street, was specially designed to prevent noise from wafting east and annoying West Side residents. The trouble is, that means the sound travels all across the river to New Jersey, where waterfront dwellers are complaining about all the racket.
