Just when you think urban planning can't get any more outlandish comes word that the city is considering building seven thin apartment buildings through the center of the FDR Drive in the Fulton Fish Market area. That's one of the newly revealed details of the East River redevelopment plan that aims to turn the roadway from a rusting corridor of terror into a sleek urban spa (above). Observes one sage resident, "The F.D.R. is so ugly. I feel like you are threading this large intestine through this jewel."
