Development news from the Triangle Below Canal: Five months after architect Sir Norman Foster quit a proposed 35-story apartment tower on West Street due to frustrations with the city's review process, developers are moving ahead with a variation of the plan. The new tower, at West, Chambers and Warren Streets, reduces the height of the Foster tower but adds a new wing along West Street, making room for more than 400 apartments overall. Trump favorite Costas Kondylis is the new architect.
