Progress continues at the World Trade Center site, reports the NYT's David Dunlap. It's gotten to the point where planners are arguing over what goes where literally by the inch. A sample:
The concourse to the Winter Garden in Battery Park City has been lowered from the B2 level to the B3 level, on line with the PATH station mezzanine.
