THOR managed to sprout 19 stories into the Lower East Side skyline, but the Tribeca hotel planned by Robert DeNiro and friends for Greenwich Street at North Moore won't be so lucky. Yesterday, the city's landmark preservation commission rejected a proposal to add two floors to the six-story design. "If you can't make a six-story hotel work, build apartments," commissioner Meredith Kane said. Woo-eee! That's crazy talk!
