The effort to repurpose Governors Island surfaced again this weekend, as the Daily News reported that proposals to develop the long-time military stronghold will steam into harbor this February. In the meantime? Choose your adventure: Racetrack, waterfront college campus, rehab center, luxe Related Cos.-developed condos. Also, there's architect Norman Foster's New Globe Theater proposed for the island's old Civil War-era prison. But someone oughta tell them that Daniel Libeskind's shiny pipe dream of a Freedom Tower - sketched into the background of the rendering at right - is no more. In these bleak times, one starchitect can't always rely on another to get his landmark project through. Designers, adjust your skylines.
