'Do Not Drill' the Upper East Side

In any neighborhood below 34th, the advent of street-art style protest graffiti would be of marginal interest at best. Yet when the same genre moves above 59th, we're compelled to take notice. From the inbox:

I have noticed over the past few days that the UES (can't speak for any other 'hoods) is dotted with De La Vega type works only this time it is the same message "Do not drill" sprayed in orange paint. At first I thought it was something to do with potential sidewalk construction, but I have seen it on practically every block so think that this must be the project of an artist. Any ideas or other reports of this?
