Its creator calls it Overplot, a mashup of Overheard in New York and Google Maps. Don't know what you can do with it in a practical sense, but type in a search for, say, "tourist" and "cell phone" and let the fun begin. It tracks about 2,900 entries by neighborhood so far. There's also a cool "shuffle" function that mixes random quotes all over the map.
