Construction Activity at Williamsburg's Domino Plant

It's hard to say exactly what is going on outside the old Domino Sugar Factory in Williamsburg, except that this photo obviously shows a construction trailer and a fence going up on S. 5th Street where it dead ends into the East River. The building on the right is the Adant House, which is not one of the landmarked Domino buildings. The structure on the left belongs to the city's Bridge Division. The New Domino project is still a proposal and the parcel has to be rezoned before any buildings can go up. The Department of Buildings website doesn't show any building permits, so does it have something to do with the Bridge people?
