A long time ago, we noted a ruckus so ungodly on Carroll Street that we called it the Carroll Gardens Hell. Well, the "impossible to describe" machine outside that covered the neighborhood in dust is long, long gone. Since then, it's been run-of-the-mill construction work with devices and mishaps that could be described. Now, fruits of all that labor are becoming clear, even from afar. The C.G. Hell Building is showing its massive rootop addition, which will turn into six penthouses. It's not exactly the Rooftop Mania that veteran readers might recall or is it?
