The big vacant lot in the East Village between 13th & 14th Streets and Second & Third Avenues has long been a Rumblings & Bumblings standard, popping up in emails sent by curious readers who get confused about how such a huge chunk of prime real estate could sit neglected for so long. Last time we posed the question, some commenters responded with solid intel. On Monday, we noticed some workers on the site, overseeing via cherrypicker the installation of some big wooden posts. Obviously, this suddenly became the biggest news ever. What was going on? Preliminary work? Posting of building permits? A for-sale sign? Well, not quite...
