First, there was this. Then, there was general dislike of the building itself and the big growth that it sprouted on top. But, now, the Carroll Gardens Hell Building, a renovation designed by Robert Scarano, is causing a plague of rats on Carroll Street. They are described as being "big black rats with long tails" and as running "all over the neighborhood." Work on the building has been halted forever due to a Stop Work Order having to do with a permit being revoked for the big addition on top. One neighbor tells the Carroll Gardens Courier: "Not only do we have to endure this building, but now we have this."
