LONG ISLAND CITY?Karl Fischer's Queens legacy (for better or worse), the Powerhouse condo conversion, is nearly ready for residents, a tipster writes. "The Powerhouse has just received their temporary certificate of occupancy and have started sending out closing letters. UPPER EAST SIDE?Over on 93rd Street at Lexington Avenue, those who want to see the block preserved as Marx Brothers Place (they lived there for a bit) are still fighting a proposed penthouse addition to the co-op at 150 East 93rd Street. The 93rd Street Beautification Association tells us that the penthouse situation will be heard on December 16 by the Board of Standards & Appeals, which rarely overturns a Buildings Department decision but recently has done just that.
