We've been keeping an eye on E. 23rd Street's Tempo as a harbinger of development in 2009 and beyond. It's a pretty good test case: new construction, 19 stories and 103 units, amenities galore and plenty of marketing bucks (a $500K hologram!). It's also vanilla in looks and the location is fairly meh. Will it get built? Baby steps.
