The Department of City Planning admits that what is happening on Brooklyn's "New Park Avenue," aka Fourth Ave. isn't going to win design awards. Of the blank walls on Fourth Ave., the lack of retail and fugly buildings, the department says it was "a missed opportunity" to not require things like retail at street level, which could have avoided "barren, empty storefront space."
