Mayor Bloomberg loves his precious plants, so he'll probably be pissed at this burgeoning controversy on the Upper West Side, where a 75-square-foot garden was ripped out and paved over by a management company. The building is 27 West 96th Street, and a couple had overseen the lush mini-paradise for 15 years. The reason given for the arborcide: "health and safety issues."
