Chinatown has suddenly been consumed by gentrification fears, but this Villager story about the current debate in the neighborhood over forming a business improvement district shows why Chinatown may be too late to fight it. Some groups feel that the BID is necessary to exert greater control over the neighborhood, but others think the bump in property tax will only drive small businesses away.
