It turns out that thirty-three floors of the 43-story crane collapse building on East 51 Street would have to be turned into a "community facility" in order to comply with zoning rules, which would make for one humongous medical clinic, church or a school. The city admits the project was mistakenly approved, and residents say it should be stopped at the current height of 18 stories. A 33-story doctor's office does have appeal, though. [NYP]
