The developer of 245 Tenth Avenue, the perforated steel-skinned condo building now halted due to a stop work order placed on all Kodiak cranes in the wake of the 91st Street crane collapse, is not pleased about the stoppage: "'This is going to substantially delay our project,' said David Grasso, chief executive of Philadelphia-based Grasso Holdings, which is developing the 10th Avenue project. His firm had planned to top off the residential building this week, but the concrete work cannot commence without use of the crane.
