In October, landlord Rockrose alerted four non-profit theater groups that their rents at the Archive building on Greenwich Street in the West Village (Rockrose was required to set aside space for nonprofits as part of its 99-year lease on the old government facility) were going up 500%, only there was a problem?officials discovered that Rockrose couldn't legally raise the rent without the state's consent.
