Commercial landlords who haven't been able to rent out their spaces are turning to artists to fill them. How landlords justify this move: Pop-up galleries, which usually take over a space for a couple of weeks or months, can attract tenants to the space and enliven a neighborhood. "The lights are always on, the artists come and go late at night, and it's had more of an impact in activating the street than we anticipated," said Greater Jamaica Development Corporation's Andrew Manshel.
