In a lengthy and largely critical report, assorted Times reporters assess Mayor Bloomberg's record as a champion of big development?and dive into his many failures (damn recession!). Under Bloomberg's watch, one-fifth of the city has been rezoned to boost development, sometimes via shady means and usually with little to no meaningful opposition. The strategy: "If you zone it, they will come." But in places like Downtown Brooklyn, they didn't come. Or if they did, they came too late to cash in on the boom. But all this Bloomberg-as-failure stuff may be a bit premature. As one observer puts it: "The rezonings are what will ultimately transform a large chunk of the city.
