In keeping with the Community Board 1 land-use committee's thumbs-down for the Rose Plaza on the River project last week, CB 1 as a whole rejected the project last night, 31-8. The board members were unhappy that the developers planned to set aside only 20 percent of the project's units as affordable housing, and that the unit mix was composed mostly of studios and one- and two-bedrooms.
