The tenants of the Upper Upper West Side's Park West Village came together to try and fight the construction of the Columbus Village megadevelopment, but now infighting in the complex's red-brick towers is tearing them apart: A lawyer has filed a $500,000 lawsuit over her downstairs neighbor's incessantly barking chihuahua. The "whining, barking, yapping and squealing" kicks off around 6:30 a.m. and contributes to the plaintiff's chronic back pain, the suit says.
