The Democrat-dominated State Assembly passed its pro-tenant package of legislation, strengthening rent regulation across the board and putting fear into the hearts of landlords. Most importantly, the Times notes, the legislation would return more oversight of rent-regulation to the tenant-friendly New York City Council. Said City Council Speaker Christine Quinn, "For too long, representatives from upstate New York have had too much control over how New York City governs its housing policy."
