The city's plan to turn the Bellevue Psychiatric Hospital at First Avenue and 30th Street into a hotel and conference center will not enter the public land-use review process (at least not yet), but the wheels are still turning, and that has a Brooklyn councilwoman very upset. Why does Brooklyn care? Because if Bellevue is shut down, Manhattan's largest homeless sehlter would be relocated to the Bedford-Atlantic Armory in Crown Heights, "one of the more notorious homeless shelters in the system."
