Far West Chelsea, particularly 18th through 23rd streets, has always been in a state of industrial/art gallery flux. And in the last few years, it's become one big construction site for starchitectural wonders. Now, the High Line is really taking shape: benches are installed, walks are paved, and plants will soon be a'growing. And the view is sweet.
