The glassy, 12-story commercial tower proposed for 437 West 13th Street went before the Board of Standards & Appeals yesterday (the developers are seeking a zoning variance to build that bulky), and some neighbors still oppose the High Line-straddling building?but it's the economy that may kill the plan in the end. A lawyer for the developers said the building will not proceed without an anchor retail tenant such as Barneys or Ann Taylor in place, but the Times notes that both have taken financial hits lately.
