Mayor Bloomberg has been eager to call a press conference to celebrate the recently struck deal struck between labor unions and developers to cut construction costs?which in theory would jump-start some stalled projects?but the builders are balking because they say the 'labor givebacks' are BS: "The agreement, which claims to cut project costs by 'an average of 16 to 21 percent,' is all but finished and a news conference still expected.
