The big-boxification of Manhattan will take a major step forward with the opening of the island's first Costco in East Harlem's under-construction East River Plaza mall, but neighbors aren't thrilled with the bulk wholesaler. Some are upset that Costco has been granted permission to receive deliveries between midnight and 5 a.m. (leading to truck noise on surrounding blocks), while others complain the store won't accept food stamps?cutting off more than 30,000 of Costco's immediate neighbors.
