The Observer sits down with the Mayor of Crazytown, aka the chairman of the Rent Guidelines Board (in charge of setting annual increases on rent-stabilized leases), and uncovers his plot to create a rent increase exemption program. Low-income tenants would be able to apply to get out of paying the increases, and the government would pay the difference?perhaps subsidized by a new rent tax?to the landlords.
