A tipster writes in with word of some significant RentChopping going on at Battery Park City's The Solaire at 20 River Terrace, the oft-sited first "green" residential building in NYC: "The fabulous 'D' units, with floor-to-ceiling windows of the Hudson and beyond on two walls of its fantastic living room, used to rent for $9600 last year.
