The Times got a copy of the decision handed down by an arbitration panel against WTC developer Larry Silverstein yesterday, and even though both sides were sent back to the negotiating table over the project's timeline, don't count on seeing Silverstein's Towers 2 & 3 any time soon: "The 22-page decision...says that since 'both parties recognize that immediate construction of all three' of Mr. Silverstein's towers 'is unlikely, if not impossible under present conditions, the parties should first attempt to agree on what structures are to be constructed' by Mr. Silverstein, and when."
