UPPER EAST SIDE?It's been quite the week for our old friend Isis up on 77th Street and Second Avenue. Two milestones were reached: The Attorney General's office declared the building's offering plan effective (meaning sales have reached the 15% sold mark), and the building received its Temporary Certificate of Occupancy (TCO), so buyers are now able to immediately close and move in.
