Renovations may be coming soon to thousands of the city's apartments to comply with the 1991 Fair Housing Act and make kitchens, bathrooms, and building common areas accessible to wheelchairs. The shift is the result of a settlement between the government and developer AvalonBay Communities, which the U.S. Attorney's office sued in 2008. (Many landlords chose to follow a 1987 city accessibility ordinance instead of the 1991 law.) The 10 other developers sued are now in settlement talks. [WSJ]
