The community hasn't exactly given the thumbs-up to World Financial Center owner Brookfield Properties' plans to renovate the building and do away with the staircase to nowhere in the Winter Garden. But that hasn't stopped Brookfield from throwing a few million at possible plans for the building, and they shared those plans with Community Board 1 last night.
