While preservation groups were busy holding a press conference today in favor of the landmarking of 326 and 328 East Fourth Street, the Department of Buildings was busy...awarding permits for changes at the buildings to developer Terrence Lowenberg. He plans to add two stories to the top of each building, with the additions designed by controversial architect Ramy Issac. After a half-century of ownership by the Uranian Phalanstery and First New York Gnostic Lyceum Temple, the Landmarks Preservation Commission said the buildings weren't in good enough shape to be landmarked.
