Critics have attacked the NYPD's security plans for limiting open access to the redeveloped World Trade Center, but it turns out it won't be so open after all, at least not at first. When the 8-acre 9/11 memorial plaza opens next fall, visitors will need to reserve tickets due to all the construction surrounding the area. Tickets will be free, but given the capacity limits and throngs of tourists, we should brace ourselves to see scalpers, right?
